  • Attorney Referral Service Panel Member Agreement

  • I,*, a Panel Member of the Attorney Referral Service (“ARS”) operated by the National Crime Victim Bar Association (“NCVBA”) through the National Center for Victims of Crime (“NCVC”), agree to pay to the ARS a fee of twenty percent (20%) of any fees received from all cases or matters referred to me by the ARS unless a waiver request is submitted and approved.  I acknowledge that the payment of such a referral fee is permissible pursuant to Rules of Professional Conduct of my state (attached at the back of the ARS Operating Manual) as well as the Model Rules of Professional Conduct 7.2 (2), allowing that an attorney may pay the usual charges, including a referral fee based on a percentage of the attorney’s contingent fee, of a not-for-profit or qualified lawyer referral service. In the event that I receive court-awarded legal fees in a case that has been referred through the NCVBA ARS, I will seek court-approval for payment of the referral fee if required by my jurisdiction.

I also acknowledge that I have received, read, and fully understand all of the Rules of Operation of the ARS, as set forth below.  I have also read, fully understand, and abide by the State Bar Rules of Professional Conduct in the state(s) in which I am admitted to the Bar.

  • CLE Requirements

  • In order to comply with certain state accreditation rules, referral services must establish that members are qualified to represent clients in specific practice areas. In order to be qualified, you must have 15 continuing legal education credits relevant to representing crime victims within the past 3 years OR you may list up to 3 cases in which you have represented crime victims within past 5 years.

Representing crime victims in civil cases may be used in combination with continuing education credits to fulfil the requirements. Five continuing education credits will be equivalent to the representation of 1 victim in a civil case. Please provide the case name, docket/case numbers, date of completion, and any other relevant information. If you have attended the National Conference or have been a Civil Justice Seminar Panelist within the past 3 years, this may fulfill your qualifications. Please list both the years and locations of the conferences and/or seminars.
